Targetplan was founded in Perth with one purpose: give project owners the independent controls capability they need to deliver major capital projects without the costly surprises that derail programmes.
Before Targetplan existed, owner organisations routinely discovered — too late — that their project data was unreliable, their schedules were aspirational rather than achievable, and their performance reporting obscured risk rather than exposing it. We built this practice to change that.
Operating from Western Australia, Australia's resource capital, we have embedded our controls frameworks across mining, construction, and infrastructure programmes valued from $100 million to $10 billion. Our independence is central to everything we do — we answer to the project, not the contractor.

Targetplan was founded in Perth after more than two decades embedded in project controls across Australia's resource and infrastructure sectors. The practice spans some of the country's most demanding capital programmes — from major greenfield mine developments in the Pilbara to large-scale infrastructure corridors on the east coast.
Our technical grounding covers the full controls lifecycle — baseline scheduling, earned value management, and executive-level reporting. We have built controls frameworks from the ground up on projects where governance structures were absent or immature, bringing structure and rigour to complex delivery environments.
